A Brief History of the KGB and Its Origins If you grafted the Central Intelligence Agency (CIA) with the Federal Bureau of Investigation (FBI), added a few hefty tablespoons of paranoia and repression, and translated the whole megillah into Russian, you might wind up with something like the KGB. The Soviet Unions main internal and external security agency from 1954 until the breakup of the U.S.S.R. in 1991, the KGB wasnt created from scratch, but rather inherited much of its techniques, personnel, and political orientation from the greatly feared agencies that preceded it. Before the KGB: The Cheka, the OGPU  and the NKVD In the aftermath of the October Revolution of 1917, Vladimir Lenin, the head of the newly formed U.S.S.R., needed a way to keep the population (and his fellow revolutionaries) in check. His answer was to create the Cheka, an abbreviation of The All-Russian Emergency Commission for Combating Counter-Revolution and Sabotage. During the Russian Civil War of 1918-1920, the Cheka - led by the one-time Polish aristocrat Felix - arrested, tortured, and executed thousands of citizens. In the course of this Red Terror, the Cheka perfected the system of summary execution used by subsequent Russian intelligence agencies: a single shot to the back of the victims neck, preferably in a dark dungeon. In 1923, the Cheka, still under Dzerzhinsky, mutated into the OGPU (the Joint State Political Directorate Under the  Council of Peoples Commissars  of the U.S.S.R. - Russians have never been good at catchy names). The OGPU operated during a relatively uneventful period in Soviet history (no massive purges, no internal deportations of millions of ethnic minorities), but this agency did preside over the creation of the first Soviet gulags. The OGPU also viciously persecuted religious organizations (including the Russian Orthodox Church) in addition to its usual duties of rooting out dissenters and saboteurs. Unusually for a director of a Soviet intelligence agency, Felix Dzerzhinsky died of natural causes, dropping dead of a heart attack after denouncing leftists to the Central Committee. Unlike these earlier agencies, the NKVD (The Peoples Commissariat for Internal Affairs) was purely the brainchild of Joseph Stalin. The NKVD was chartered around the same time Stalin orchestrated the murder of Sergei Kirov, an event he used as an excuse to purge the upper ranks of the Communist Party and strike terror into the populace. In the 12  years of its existence, from 1934 to 1946, the NKVD arrested and executed literally millions of people, stocked the gulags with millions more miserable souls, and relocated entire ethnic populations within the vast expanse of the U.S.S.R. Being an NKVD head was a dangerous occupation: Genrikh Yagoda was arrested and executed in 1938, Nikolai Yezhov in 1940, and Lavrenty Beria in 1953 (during the power struggle that followed the death of Stalin). The Ascension  of the KGB After the end of World War II  and before his execution, Lavrenty Beria presided over the Soviet security apparatus, which remained in a somewhat fluid state of multiple acronyms and organizational structures. Most of the time, this body was known as the MGB (The Ministry for State Security), sometimes as the NKGB (The Peoples Commissariat for State Security), and once, during the war, as the vaguely comical-sounding SMERSH (short for the Russian phrase smert shpionom, or death to spies). Only after the death of Stalin did the KGB, or Commissariat for State Security, formally come into being. Despite its fearsome reputation in the west, the KGB was actually more effective in policing the U.S.S.R. and its eastern European satellite states than in fomenting revolution in western Europe or stealing military secrets from the U.S. (The golden age of Russian espionage was in the years immediately following World War II, before the formation of the KGB, when the U.S.S.R. subverted western scientists in order to advance its own development of nuclear weapons.) The major foreign accomplishments of the KGB included suppressing the Hungarian Revolution in 1956 and the Prague Spring in Czechoslovakia in 1968, as well as installing a Communist government in Afghanistan in the late 1970s; however, the agencys luck ran out in early 1980s Poland, where the anti-Communist Solidarity movement emerged victorious. All during this time, of course, the CIA and the KGB engaged in an elaborate international dance (often in third-world countries like Angola and Nicaragua),  involving agents, double agents, propaganda, disinformation, under-the-table arms sales, interference with elections, and nighttime exchanges of suitcases filled with rubles or hundred-dollar bills. The exact details of what transpired, and where, may never come to light; many of the agents and controllers from both sides are dead, and the current Russian government has not been forthcoming in declassifying the KGB archives. Inside the U.S.S.R., the attitude of the KGB toward suppressing dissent was largely dictated by government policy. During the reign of Nikita Khrushchev, from 1954 to 1964, a certain amount of openness was tolerated, as witnessed in the publication of Alexander Solzhenitsyns Gulag-era memoir One Day in the Life of Ivan Denisovich (an event that would have been unthinkable under the Stalin regime). The pendulum swung the other way with the ascension of Leonid Brezhnev in 1964, and, especially, the appointment of Yuri Andropov as the head of the KGB in 1967. Andropovs KGB hounded Solzhenitsyn out of the U.S.S.R. in 1974, turned the screws on the dissident scientist Andrei Sakharov, and generally made life miserable for any prominent figure even slightly dissatisfied with Soviet power. The Death (And Resurrection?) of the KGB In the late 1980s - partly because of the disastrous war in Afghanistan and partly because of an increasingly costly arms race with the U.S. - the U.S.S.R. began to fall apart at the seams, with rampant inflation, shortages of factory goods, and agitation by ethnic minorities. Premier Mikhail Gorbachev had already implemented perestroika (a restructuring of the economy and political structure of the Soviet Union) and glasnost (a policy of openness toward dissidents), but while this placated some of the population, it enraged hard-line Soviet bureaucrats who had grown accustomed to their privileges. As might have been predicted, the KGB was at the forefront of the counter-revolution. In late 1990,  then-KGB head Vladimir Kryuchkov recruited high-ranking members of the Soviet elite into a  tight-knit conspiratorial cell, which sprang into action the following  August after failing to convince Gorbachev to either resign in favor of its preferred candidate or declare a state of emergency. Armed combatants, some of them in tanks, stormed the Russian parliament building in Moscow, but Soviet President Boris Yeltsin held firm and the coup quickly fizzled out. Four months later, the U.S.S.R. officially disbanded, granting autonomy to the Soviet Socialist Republics along its western and southern borders and dissolving the KGB (along with all other Soviet governmental bodies). However, institutions like the KGB never really go away; they just assume different guises. Today, Russia is dominated by two security agencies, the FSB (The Federal Security Service of the Russian Federation) and the SVR (The Foreign Intelligence Service of the Russian Federation), which broadly correspond to the FBI and the CIA, respectively. More worrisome, though, is the fact that Russian President Vladimir Putin spent 15 years in the KGB, from 1975 to 1990, and his increasingly autocratic rule shows that he has taken to heart the lessons he learned there. Telling the Truth About History Essay The struggle to find truth in telling the stories of history has been a source of constant debate amongst historians and intellectuals. With the emergence of religious rejection during the seventeenth and eighteenth century Enlightenment, the influence and undoubted supremacy of the heroic model of science provided historians with new ways for obtaining truth—absolute truths—through the dispassionate eyes of a â€Å"heroic† observer. Although this remains unchallenged for many generations, with the cultural changes and the democratization of education, the idea of an absolute truth—a universal story of national progress which neglects to encompass the diversity of America—is challenged by post-modernity. In all its pessimisms towards absolute truths and objective knowledge, post-modernism illustrates the importance of and sets the foundation for questioning historical accuracy and the idea of objectivity. Can there be truth when the words and language of the â€Å"objective† observer is unintentionally dripping in their own personal, social, and political agendas? Through the works of Foucault and Deerdas, who get at the heart of this very question, historians are encouraged to reject the Enlightenment project, and look deeper into historical evidence to interrogate the structure and organization of the text, its vocabulary, and hidden assumptions. Although, post-modernity—a critique of the Enlightenment ideals—creates the framework for the questioning of historical accuracy, it is very important to recognize its inability to formulate its own solutions to this historical dilemma. Fortunately, with the succeeding ideas of practical realists, there is a sense of hope and optimism for the future of history and the all-encompassing truths that it can uphold. How did post-modernity challenge the heroic model of science and enlightenment ideals? With the digression away from enlightenment ideals of objectivity, absolute truth, and progress, post-modernists set the tone for a new way of thinking—similar to the way Enlightenment philosophers challenged the absolutisms of the church. With the new social historians, the American story is challenged by the competing ethnic cultures that didn’t fit into the white-protestant American story, and penetrate below the surface to where the stories of women, slaves, and immigrants had been veiled for so long. The idealized American story – a fallacious story of unity and equality—had represented the founding fathers political, social, and religious agendas towards progress and modernity which produced justifications like â€Å"manifest destiny†. With this new idea of the influence of personal experiences and agendas, even Newton and Darwin are put on the stand, to find that even these so called â€Å"dispassionate† and completely â€Å"objective† observers had political, social, and religious agendas that greatly influenced their work. This opens the door for the post-modernists attack against the possibility of objective historical or scientific knowledge, reality, and in essence, truth. They deny our ability to represent objective knowledge in any true fashion because of the language barrier which serves, in a sense, as a funnel that reflects every personal, political, social, and religious agenda or experience. Post-modernists, like Foucalt and Deerdas, â€Å"made western man into a modern day Gulliver, tied down with ideological ropes and incapable of transcendence because he can never get beyond the veil of language to the reality ‘out there’†. (p. 208) With the conflict between the signifier and the signified, as expressed by Saussure, reality or truth can never be reached because in the process of representing an actual object- or the signified – there is a risk of distorting and obfuscating it (p. 214). Objects allow us to create stories—narratives— not necessarily accurate—about the object and its existence. These narratives are inescapable personal and rely upon the experiences and agendas of the individual creating it. Therefore, language is not a direct correspondence to reality. It represents differences, personal agendas, experiences, beliefs, and power relations and knowing this, according to post-modernists, eliminates the possibility of any kind of reality or truth for both science and history. The post-modern cynicism towards reality, truth and objective knowledge created a new way for writing history. The rejection of the old absolutisms created an opportunity for questioning and discourse of previously accepted historical knowledge. It created a space for the stories of marginalized groups who had until this time, been veiled by the universal, romanticized American story of progress toward modernity. A story of success and opportunity on the frontier was substituted by a story of struggle—of women’s rights, of slaves, and of the killings of Native Americans. Within the Enlightenment objectives for history there are limitations to the possibility of anything else but progress. When progress and modernity are the only ideals being stressed, there is little room to create a history beyond this. These ideals consumed the thoughts, beliefs, politics and social structures of man, and it was reflected in their work. History until this time was being tied down and restricted to the old absolutisms, to one universal story which supposedly encompassed all of nature. However, with social history and the door it opened for post-modernity, history could take on the task of telling a more encompassing story that could be discussed, criticized, and built upon. Although, post-modernists believe that there is no truth and that the possibility of reality is non-existent, they set the foundation for future historians to question the history books which they are learning from, to look deeper into the hidden agendas that are sometimes veiled, and to then write a history that, although cannot be completely objective and dispassionate, can embody some sort of truth and historicism for that time. This idea of taking a middle ground between the traditionalist philosophers of the Enlightenment and the pessimistic post-modernists is the main goal the authors of this book try to make. They recognize the need for questioning and interrogation but not to the extent that we end up a nihilistic view that there is no truth and nothing matters. The gap between past events, like records, and the way historians describe and interpret them is accepted by practical realists. This allows for the possibility of obtaining truth and a method for writing history. Some words, they explain, however socially constructed, reach out to the world and give a reasonably true description of its contents because of a relationship between the object and the observer (p. 250). With the practical realists emphasis on archival research, the use of our memories and curiosity, and discourse upon discourse the writing of history is now possible. However, without the post-modernists cynicism and interrogation of the Enlightenment project history may still be a discipline of absolutisms and â€Å"heroisms†.

On the dawn of a June morning, I wait outside the Vasant Kunj residential buildings in New Delhi for a tour bus to the Taj Mahal. It is not yet six but India is never quiet. Nearly a billion people live in this country and need all twenty-four hours to live their hopes, fears, and dreams. The cows from the neighboring dairy farm are moaning wildly in anticipation of being violated to produce milk. Men sit on verandas and read newspapers while women calm whistling tea kettles and fussy babies. On the street a traffic policeman waits to direct the morning commute, fiddling to center his beret and smoking a cigarette from the corner of his wrinkled mouth. I am waiting for the Regal Taj when another bus, advertising itself as the â€Å"premier deluxe air-conditioned Taj Express,† arrives, its seats apparently filled completely with people. I climb up the creaking steps as the driver stretches his hand for a 10 rupee note for the pleasure of this upgraded ride. There is a reason why the bus is â€Å"air-conditioned†; two of the windows are broken. A makeshift cellophane sheet stuck with duct tape over the open space keeps coming undone and rattles angrily against the ledge. This is not a bus for the country club crowd. Men show deep creases of labor and worry on their foreheads and women balance four or five children, on their laps and pressed against their bosoms. But they are Indian, and they have a birthright and an obligation to respect their history. This is the country where spontaneous monuments sprout up in honor of Shivaji, the Hindu warrior who lost his friends, family, and then his life in resisting the conquering Moguls. This is the country where people invoke the name of Gandhi at political rallies, â€Å"Long Live Mahatma,† as if his placid face lingers as a ghost on the stage. The Mahabharat, mostly mythical but historically based, was adapted for television a few years ago and remains the highest rated series of all time. So, as overworked and overburdened as the masses may be, the Taj Mahal beckons to reveal the glory of India’s past to them.
